High Park is the largest park in Toronto, spanning 161 hectares (nearly 400 acres). Over 1/3 of the park remains in its natural state, and it's in these natural areas that one will find some nice, hilly offroad trails.
There are bike lanes on the roads in High Park as well as paved paths for more leisurely riding. But the trails that run through the park's wooded areas (many single track) offer more rigourous riding conditions and are a lot of fun. Again, in a large city like Toronto, this is one of the few "backcountry" refuges for mountain bikers without having to leave the city completely.
